Responsibilities
- Lead end-to-end digital transformation initiatives for municipal service delivery platforms
- Design and implement citizen-centric digital solutions using Agile methodologies
- Collaborate with cross-functional teams (IT, Policy, Operations) to align technology with strategic goals
- Conduct stakeholder analysis and requirements gathering for public sector digital projects
- Ensure compliance with Canadian privacy legislation (PIPEDA) and accessibility standards (WCAG)
- Manage vendor relationships and technology procurement processes
- Develop change management strategies to ensure smooth adoption of new digital services
Qualifications
- Master's degree in Public Administration, Computer Science, or related field
- Minimum 7 years experience in government or public sector digital transformation
- Proven expertise in implementing cloud-based solutions (AWS/Azure/GCP)
- Strong knowledge of Canadian public sector IT frameworks (e.g., TBS Directive 5584)
- Advanced certification in project management (PMP/PRINCE2) or digital transformation
- Experience managing budgets over $500K for technology projects
- Exceptional communication skills with ability to translate technical concepts for non-technical stakeholders
- Valid Canadian government security clearance (or ability to obtain)
