Responsibilities
- Analyze complex urban development challenges using quantitative/qualitative research methodologies
- Develop policy frameworks aligned with federal guidelines and community needs assessments
- Lead stakeholder engagement sessions with government agencies, NGOs, and community leaders
- Prepare comprehensive policy briefs and legislative recommendations for senior leadership
- Monitor implementation outcomes and adapt strategies using performance metrics
- Manage interdepartmental projects with budgets exceeding $2M
- Maintain compliance with OMB and GAO regulatory requirements
Qualifications
- Master's degree in Public Policy, Urban Planning, or related field (PhD preferred)
- 8+ years progressive experience in municipal or federal policy development
- Expertise in quantitative analysis (SPSS, R) and GIS mapping tools
- Proven track record of implementing successful urban revitalization initiatives
- Deep knowledge of federal grant programs (HUD, DOT, EPA)
- Superior written/verbal communication with executive audiences
- Security clearance eligibility (Top Secret/SBI)
- Experience with NEPA review processes and environmental impact assessments
