Responsibilities
- Lead the research, analysis, and development of comprehensive digital transformation policies and strategies for federal programs.
- Provide expert advice and guidance to senior leadership on emerging technologies, digital governance, data privacy, and cybersecurity policy.
- Facilitate cross-agency collaboration and stakeholder engagement to build consensus and drive the adoption of new digital initiatives.
- Draft policy papers, briefs, legislative proposals, and other official documents for internal and external audiences.
- Monitor and evaluate the effectiveness of implemented digital policies, recommending adjustments to ensure alignment with strategic goals.
- Represent the Department at inter-agency meetings, conferences, and public forums to advocate for digital innovation priorities.
- Support the integration of agile methodologies and user-centered design principles into policy development processes.
Qualifications
- Master's degree in Public Policy, Public Administration, Computer Science, Information Systems, or a related field (or equivalent experience).
- Minimum of 7 years of progressively responsible experience in public policy, digital strategy, or technology governance, preferably within a government or highly regulated environment.
- Demonstrated expertise in digital transformation principles, cloud computing, artificial intelligence, data analytics, and modern IT infrastructure.
- Strong analytical skills with the ability to interpret complex data, identify key trends, and formulate evidence-based policy recommendations.
- Exceptional written and verbal communication skills, with proven ability to convey complex technical and policy concepts to diverse audiences.
- Proven track record of successful stakeholder management, negotiation, and building collaborative relationships across organizational boundaries.
- Familiarity with federal legislative processes, regulatory frameworks, and government procurement procedures.
- U.S. Citizenship required; ability to obtain and maintain a security clearance.
