Responsibilities
- Design and implement scalable digital transformation roadmaps for municipal services
- Lead cross-departmental Agile teams to deliver cloud-based citizen portals
- Ensure compliance with federal data security protocols (PIPEDA, GDPR)
- Drive AI/automation adoption in public service delivery workflows
- Develop digital governance frameworks for emerging technologies
- Stakeholder management with city council, vendors, and community groups
- Present transformation progress to senior leadership and public committees
Qualifications
- Master's degree in Public Administration, Computer Science, or related field
- 7+ years' experience in government IT modernization or public sector tech
- Proven expertise in cloud migration (AWS/Azure/GCP) and DevOps practices
- Strong understanding of public procurement frameworks and compliance
- PMP or ITIL certification required
- Experience with open-source civic technology projects
- Exceptional stakeholder communication and change management skills
