Responsibilities
- Lead end-to-end digital transformation of municipal service delivery systems
- Design citizen-centric digital platforms for permit processing and public services
- Collaborate with cross-departmental teams to align digital initiatives with policy objectives
- Manage vendor relationships and technology procurement processes
- Develop data governance frameworks for secure public information management
- Oversee implementation of accessibility standards (WCAG 2.1)
- Present transformation roadmaps to municipal council committees
- Monitor KPIs for digital service adoption and citizen satisfaction
Qualifications
- Master's degree in Public Administration, Computer Science, or related field
- 5+ years' experience in government digital transformation projects
- Proven expertise in Agile/Scrum methodologies for public sector
- Government of Canada security clearance (or ability to obtain)
- Advanced knowledge of data privacy legislation (PIPEDA, FIPPA)
- Certification in Cloud Architecture (AWS/Azure) or Project Management (PMP)
- Experience managing budgets over $2M for technology initiatives
- Strong understanding of municipal governance frameworks
