Responsibilities
- Lead digital transformation projects across municipal departments, aligning with federal cybersecurity standards
- Develop and execute technology roadmaps to modernize public-facing services (e.g., permits, licensing)
- Collaborate with stakeholders to identify process improvement opportunities through automation
- Manage vendor relationships and oversee implementation of cloud-based government solutions
- Ensure compliance with PIPEDA, GDPR, and Canadian digital accessibility standards
- Present transformation strategies to executive committees and council members
- Mentor junior staff in emerging technologies (AI, IoT, blockchain for public sector)
Qualifications
- Master's degree in Public Administration, Computer Science, or related field
- 7+ years of experience in government IT transformation or public sector digital initiatives
- Certification in TOGAF, ITIL, or equivalent enterprise architecture framework
- Proven track record of managing budgets over $1M for technology projects
- Deep understanding of Canadian public sector procurement processes
- Expertise in agile methodologies and change management strategies
- Exceptional communication skills for technical and non-technical audiences
- Eligibility for Canadian government security clearance (Level II)
