Responsibilities
- Lead end-to-end digital transformation projects across municipal departments, from ideation to implementation
- Develop and execute strategic roadmaps for modernizing legacy IT infrastructure using agile methodologies
- Collaborate with stakeholders to define requirements for cloud migration, automation, and data analytics solutions
- Ensure all initiatives comply with federal security protocols (e.g., PSPC standards) and accessibility regulations
- Manage vendor relationships and technology procurement for innovative public sector solutions
- Mentor junior team members and establish best practices for digital governance
- Present transformation outcomes to senior leadership and city council committees
Qualifications
- Minimum 8 years of experience in IT transformation within government or regulated industries
- Proven expertise in cloud architecture (AWS/Azure/GCP), DevOps, and enterprise integration
- Strong understanding of public sector compliance frameworks including PIPEDA and AODA
- Certification in TOGAF or similar enterprise architecture methodology preferred
- Demonstrated success managing complex projects with budgets exceeding $1M
- Exceptional communication skills with ability to translate technical concepts for non-technical stakeholders
- Master's degree in Computer Science, Public Administration, or related field
