Responsibilities
- Lead end-to-end digital transformation projects for federal departments, ensuring alignment with Service Canada's digital strategy
- Develop and implement modernization roadmaps for legacy systems using agile methodologies
- Collaborate with UX/UI designers to create accessible, citizen-centric digital experiences
- Establish governance frameworks for data management and API integration across government platforms
- Ensure compliance with Canadian Digital Service Standards, WCAG 2.1, and federal security protocols
- Manage vendor relationships and technical partnerships for emerging technology adoption
- Present transformation progress and impact metrics to senior leadership and parliamentary committees
Qualifications
- Minimum 7 years in digital transformation or enterprise IT modernization within public sector
- Expertise in cloud migration (AWS/Azure/GCP) and microservices architecture
- Certification in ITIL, PMP, or equivalent government project management framework
- Deep understanding of Canadian public sector IT policies (e.g., Directive on Government Security)
- Proven experience managing budgets over $5M for technology initiatives
- Strong stakeholder management skills with ability to navigate complex government hierarchies
- Knowledge of accessibility legislation (Accessible Canada Act) and data privacy laws (PIPEDA)
- Master's degree in Computer Science, Public Administration, or related field
